Administration of Justice

Mission Statement

The Butte College Public Safety Education & Training Center educates and trains students to serve and protect the public in a highly competent and professional manner.

Program Description

The Administration of Justice Program generates approximately 154 FTE.  Reduced from two in the mid-2000s, there is currently one full-time tenured track instructor, assisted by eight active associate faculty. These faculty members combine their efforts to provide approximately sixteen scheduled class sessions per semester for certificate, degree or transfer degree purposes, as follows:

1.   AS Degree in Criminal Justice (Designed for transfer to CSU, Chico)
2.   AS-T Degree in Administration of Justice (Designed for guaranteed transfer to a campus in the CSU system)
3.   AS Degree in Administration of Justice (Career/Technical)
4.   AS Degree in Court Personnel/Pre-law (Career/Technical)
5.   Certificate of Achievement in Administration of Justice (Career/Technical)
6.   Certificate of Achievement in Court Personnel/Pre-law (Career/Technical)

All pedagogical caps have been reviewed and are appropriate. It should specifically be noted that although the ped caps are appropriate for the demand and the ability of the instructors, they are generally higher than many, if not most other Butte College courses.

Student Learning/Administrative Unit Outcomes

the Administraion of Justice department quickly adopted the SLO process and have been reporting this information along with their grade summeries. The department members have been using these outcomes to modify and improve their delivery of material

AJ AJ-1 C7136 Criminology S. Bordin Students focused on the types of criminal organizations and how they interacted with society. Class discussions were held in small groups and as a class to demonstrate their understanding of these organizations. A paper was assigned where the student were to address a type of criminal organization and how to mitigate their affects upon society. Finally they were tested on this understanding in the exams.
AJ AJ-1 M1237 Criminology L. Koehnen Students read a text, did online homework, listened to lectures and guest speakers. They were given four exams. Their research paper and 3rd exam were not up to par, perhaps from PGE power shuts offs. The students who failed did not do the work despite offers for a tutor or help.
AJ AJ-1 M1238 Criminology L. Koehnen Students learned through reading their text, doing their homework online, listening to lecture and having guest speakers. They also took exams. Their research papers were not as good as usual. I think the power outages hurt the research papers because students didn't work on them on closure dates. I adjusted grades and allowed re-submission but scores still down.
AJ AJ-10 C2843 Juvenile Procedures S. Bordin Students focused on the legal process as a youth worked their way through the juvenile criminal process. Discussions were held to demonstrate how there is discretion at each level of the criminal system and how it can affect the outcome of a juveniles case. Students lead small group discussions on these areas to make sure they understood the concepts. Students were able to satisfactorily explain the juvenile criminal process following these efforts.
AJ AJ-11 C6356 Criminal Procedure N. Diamond A major portion of this semester was focused on the 4th Amendment and analyzing search and seizure. Students were provided a framework of the legality of search and seizure as well as the Exclusionary Rule. From there they read caselaw and applied the rules from caselaw to real life situations. Both independently and in groups, students read prominent caselaw and summarize the major take away from that particular case. They then were able to evaluate various scenarios and decide the legality of the search both verbally and in writing.
AJ AJ-11 M5191 Criminal Procedure C. Durkin SLO’s were evaluated in the following areas:  Briefs: 58% of students received a C or better grade Quizzes: 62% of students received a C or better grade Midterm Exam:61% of students received a C or better grade Final Exam:64% of students received a C or better grade Final Grades:67% of students received a C or better grade
AJ AJ-13 C1281 Organized Crime/Gangs L. Koehnen Students read a text, listened to lectures and guest speakers. There were four exams plus a final class presentation. Some students didn't work as hard on their presentation as others.
AJ AJ-14 M1892 Community Policing J. Person I met my SLOs through lecture, movies, and guest speakers. The outcomes were met with the use of exams, chapter outlines, and written papers.
AJ AJ-14 N6016 Community Policing J. Blachley Students were given multiple essays and chapter quizzes to measure their learning activity. A large potion of the class demostrated in these assignments their high learning achievement in the class.
AJ AJ-2 G4583 Admin of Justice D. Bailey This semster's SLO is to "Convey an understanding of the process of adjudication". This semester we had multiple guest speakers from all facets of the Criminal Justice System, and toured a correctional facility. Each of the speakers, and the trip to the facility covered an offender's journey through the criminal justice system, including to the point of case adjudication, whether through incarceration, dismissal or community corrections.

AJ AJ-8 M1246 Criminal Investigation M. Bass Students were instructed on crime scene process, search and seizure. Students were given a writing assignment on a crime scenario. Students were given instruction on the criminal courts and process.

Success levels have been good with the college setting a goal of 75% and a department success rate of 78.5% in 2018. Retention goal set by the college was 73% with an outstanding retention rate in the department of over 86% the past three reporting cycles. The AS degrees and AS for Transfer degrees awarded had all been on an upswing leading up to the Camp Fire which impacted students and the college leading to a slight decline. Included is the departments data.  

Standards/Goals for Student Achievement (All Other Departments)

The Administration of Justice program does offer the AS for Transfer degree. We encourage students to persue this degree over the AS so thatr transfer to a university will be more streamlined if, down the road, they decide to further their education.

Fostering culture of inclusiveness: The assending scholars club was implemented to help felons that are trying to achieve an education

Meeting student achievement goals: Department continues to look at SLO's and adjust course material to meet those.

Guided pathways: The department continues to work on making classes more accessible to students with online offerings and more classes offered at the Chico Center.


Program Review

Recommendations implemented: 1) Developed AJ 10 Juvenile Procedures course in on-line modality; 2) Have continued to add PT faculty; 3) Have begun to reestablish the presentation of a variety of AJ courses at the Chico Center at night.

Recommendations to be implemented:

1) Continue to pursue the addition of a second full-time AJ faculty member; We have been requesting a new faculty member for several years and we continue to participate in the annual prioritization process.

2) Continue development of a strategic schedule which will allow for the presentation of even more AJ courses at night at the Chico Center; 1-2 courses have been added to the night schedule at the Chico Center.

3) Continue to pursue the development of other AJ courses in on-line format

4) Consideration should be given to having regularly scheduled Department meetings with all faculty members.

Strategy 3 - Faculty Resource Enhancement

This entire degree program is operated, essentially, on the back of one full-time (new hire) faculty member. Although there is  use of part-time faculty, and it will be a priority in the future to identify and employ additional part-time faculty, our ultimate desire is to pursue the addition of a second full-time faculty member for this popular major.

With a generally senior faculty consisting of one FT and 8-9 PT members, and very specialized experience required for teaching some core AJ courses, it will be imperative that efforts be made to engage in strategic and succession planning for the future. Based upon the indicated plans of various faculty members, there is a significant chance that many/most senior members may be gone within 2 years.

Supporting Rationale

The workload in the PSETC has reached a point where the 2 full time secretaries are each responsible for three academies a year + an academic discipline (either AJ or FSC), and the program Assistant is perpetually immersed in processing employment applications, managing the budget and paying bills for all of the Department's programs. As such, the Department has come to depend on Student Assistants to provide front counter/receptionist coverage in the PSETC office. As the Department is very fast paced, and there are a myriad of confidential records related to academy students that must be handled, processed and filed it has been challenging to find students who can keep up with the pace. The addition of this lower level clerical position would insure that there is receptionist/counter coverage during peak hours and reduce the challenge of trying to find students who can keep up with the pace of the office.

Full-Time Faculty Historically this was a two person full-time department, supported with associate faculty. However, after a retirement of one faculty member the program has dropped to one full-time position with 8-9 associate faculty filling in the void. The program rests on the shoulders of our one full-time faculty member that does a exemplary job, however she has been here for 20+ years and retirement is looming and our senior associate faculty will be turning over in the next couple of years as well, leaving a HUGE hole in the department. it is imperative to bring a second full-time instructor on board to bring stability to the department when this happens.

.5 Secretary 1 As noted in Future Development Strategy #5, the workload of current admin support staff in PSETC limits the ability to provide front counter/receptionist coverage for the very busy PSETC office. The intensity and load of activity makes it especially challenging to find student assistants who are able to keep up. The addition of this position would allow for solid, reliable coverage in the office during peak activity hours.

Computers We are requesting two computers for our Associate Faculty office. The Administration of Justice faculty use Canvas and publisher software programs heavily and the current computers are slow and outdated. With the colleges goals of making classes more accessible and the push to utilize Canvas, these computers are over due for an upgrade.
